台北論壇基金會董事長蘇起今天說，現狀已經被打破了，兩岸近來一共開了三槍，包括蔡川通話、川普對一中的質疑、聖多美普林西比與台灣斷交。若未來中美對抗，台灣將首當其衝。
國立政治大學東亞研究所與中國人民大學國際關係學院今天舉辦第十二屆「兩岸和平研究學術研討會」。國家安全會議前秘書長、台北論壇基金會董事長蘇起出席討論「變遷中的兩岸關係」，並作上述表示。
蘇起指出，現狀已經被打破了。總統蔡英文上台時提出建立「可預測」的兩岸關係，但與美國總統當選人川普的通話開了第一槍，「自毀可預測性」承諾，讓北京更不信任蔡總統，也強化了大陸內部鷹派力量，削弱鴿派聲音。
蘇起認為，第二槍就是川普對美國長久以來的「一中」政策提出質疑，也讓美中關係蒙上陰影，台灣成為兩強之間爭論焦點及潛在的交易籌碼。
至於第三槍，蘇起表示，則是聖多美與台灣斷交，這也是北京報復的第一槍，可以向美台同時示警，也可以對內部交代。因為川普還沒上任，所以北京就先對蔡總統出手，對美國仍靜觀其變，還在忍耐。
蘇起說，台灣進入歷來最脆弱的時期，蔡總統與川普通話，給了北京後續動作的正當性。蘇起表示，台海軍力早已失?，前總統馬英九任內大陸自我節制，但北京今後將較不遮掩。
他表示，川普目前在國際上到處樹敵，未來可能烽火遍地，如果美中對抗，台灣將首當其衝；倘若美國與大陸先衝撞、後妥協，台灣可能成為交易籌碼。但是台灣對大陸價值極高，對美國價值較低，對美國來說交易很划算。
